What is the TIR system?
TIR (from the French Transports Internationaux Routiers) is an international customs transit system based on the UN TIR Convention. It lets goods travel by road across one or more borders in sealed load compartments, covered by a single guaranteed document, the TIR Carnet.
Because the load is sealed and guaranteed, customs authorities can accept the seal at intermediate borders instead of unloading and inspecting the cargo at every crossing. For shippers this usually means fewer delays and less paperwork at each border.
In Iraq, TIR operation licences are issued under the Ministry of Transport (General Company for Land Transport, Guaranteeing Association).
